It is routine for us to say that Jaysh Khalid bin al-Waleed is an Islamic State affiliate in everything but name: that is, no formal announcement has been made in the media items for external consumption that Jaysh Khalid bin al-Waleed is part of the Islamic State. Internal documents, however, appear to show that the Islamic State label is being increasingly used anyway. For instance, one should note a Jaysh Khalid bin al-Waleed military ID card found earlier this year and the ruling on the internal arrests and executions surrounding the death of Jaysh Khalid bin al-Waleed's first amir Abu Hashim al-Idlibi.
The document that is the subject of this post is marked as statement no. 1 from Jaysh Khalid bin al-Waleed's "public relations" department and features the Islamic State label. In addition, the statement speaks of people from two Deraa localities- Jalin and al-Mazira'a- as "citizens [/subjects] of the Amir al-Mu'mineen Abu Bakr al-Baghdadi (may God protect him and guide him)." This statement thus indicates that as of the time of writing, Islamic State leader Abu Bakr al-Baghdadi is still alive. In addition, note how Jaysh Khalid bin al-Waleed fighters are referred to as "soldiers of the Caliphate...in the Yarmouk Basin." Of course, such self-description had long been common on the ground among members and supporters of the group. The notable point now is the use of such terminology in documents.

Praise be to God the Lord of the Words, and prayers and peace be upon the noblest of Prophets and those sent- our Prophet Muhammad- and on all his family and companions. As for what follows:
Statement
The Almighty has said: "Indeed God orders you to render trusts to their people and when you judge among the people, that you should judge with fairness. Excellent is that in which God instructs you. And God is ever-hearing and ever-seeing"- al-Nisa' 58 [Qur'an 4:58].
To our Muslim people from the localities of Jalin and al-Mazira'a, citizens [/subjects] of the Amir al-Mu'mineen Abu Bakr al-Baghdadi (may God protect him and guide him):
- We know that the war that has gone on between the soldiers of the Caliphate- may God make it mighty in tawheed- in the Yarmouk Basin and the factions of the Free Army, has been a reason why you have left your homes. Therefore we call on you to return to them, and that will be through Masakin Jalin. And we welcome you in the land of Islam, and our checkpoints are open before you.
And God is the trustee of the pious.

Update (18 June 2018): It is apparent from the name of the amir of public relations that he is from Tel Shihab. Note that the Hashish family in Tel Shihab is part of the Shammar tribe.
